Russian Il-20 suspected of flying nearly 9 km into Finnish airspace

Finland’s Ministry of Defense said a Russian aircraft is suspected of violating Finnish airspace over the western Gulf of Finland on the afternoon of August 20, 2026. The Finnish Border Guard has since identified the aircraft as an Ilyushin Il-20 reconnaissance type.

“Every suspected territorial violation is taken seriously. An investigation is underway,” Defense Minister Antti Häkkänen said in the ministry release, published at 20:43 local time on August 20, 2026.

Il-20 penetrated nearly nine kilometers into Finnish airspace

In a statement on August 21, 2026, the Border Guard said the suspected violation lasted about three minutes and that the aircraft reached a maximum of about 4.7 nautical miles, just under nine kilometers, inside Finnish territory. It placed the incident in the western Gulf of Finland, south of the island of Utö.

The Border Guard said it has opened a preliminary investigation and will report the findings once that is complete. The agency had not said whether the aircraft was carrying a transponder code or had filed a flight plan. It is unclear whether the Finnish Air Force launched an identification flight.

The Il-20, designated Coot-A by NATO, is a Soviet-designed signals and electronic intelligence aircraft derived from the Il-18 airliner. It is a routine subject of NATO quick reaction alert launches over the Baltic Sea.

Poland’s Operational Command of the Armed Forces said an Il-20 intercepted by Polish MiG-29 fighters on March 13, 2026, was flying its ninth reconnaissance mission of the year in international airspace over the Baltic.

The incident follows a period of heightened alert around the Gulf of Finland. On August 14, 2026, Finland temporarily restricted aviation and maritime traffic in the eastern Gulf of Finland.
